NAUPA Alert

Starting June 30, 2025, the New York Reporting Format (i.e., Excel, NYCD, HDT) will be retired as we move to Kelmar’s Abandoned Property System (KAPS). Only NAUPA-formatted reports will be accepted after July 1, 2025. Any reports submitted that are not NAUPA-formatted will be rejected.

For specific questions or concerns, go to Contact Us, select “Subject: Reporter Question” and add “NAUPA Conversion” in the comments section.

Report Formats

Complete your annual Report of Abandoned Property in one of the approved report formats described below. After you complete your report, see Report Methods for instructions to submit your report electronically. Only NAUPA-formatted reports will be accepted by our new system, when we convert in July 2025.

NAUPA

National Association of Unclaimed Property Administrators (NAUPA) Standard Electronic File Format. We accept NAUPA formatted reports uploaded on our website, via Secure File Upload, or on a CD, DVD or USB. See Report Methods for more details.

Excel – expires June 30, 2025

Complete your report in an Excel spreadsheet by using the exact format described in the Excel File Format Guidelines. Changes made to the Excel File Format will not be accepted. We accept Excel formatted reports uploaded via Secure File Upload or on CD, DVD or USB, however, the Excel Template will no longer be available or accepted after June 30, 2025.

Excel Template for Unclaimed Funds Report

NYCD - expires June 30, 2025

Use the NYCD format if you have downloaded the software and are still able to utilize it. NYCD is no longer available to download and will no longer be accepted after June 30, 2025.

  • For NYCD Instructions e-mail NYSRPU@osc.ny.gov.
  • Enter your data into the NYCD program, then save the file to your local drive and submit your report uploaded via Secure File Upload, or mail us the CD, DVD or USB containing your report along with a signed Verification and Checklist (AC2709).

Report Methods

Submit your Report of Abandoned Property easily and securely using one of the methods below. Note which methods will be available once we convert to a new system in July 2025. If you currently use Secure File Transfer Protocol (SFTP), you will need to use a different method to send your report.

Email attachments and magnetic tapes are not acceptable reporting methods.

  • Upload Via Secure File Upload - converts July 2025 (Excel and NYCD formatted reports will no longer be accepted)
    • Securely upload unencrypted NAUPA, Excel, or NYCD formatted reports via Secure File Upload.
    • Request a user name and password by emailing NYSRPUFTP@osc.ny.gov.
    • Secure File Upload Instructions - NAUPA, NYCD

    • If you submit your report by Secure File Upload, you do not need to mail a separate Verification and Checklist (AC2709).
  • Online Holder Reporting - converts to Manual Online Reporting on August 11, 2025
    • The Online Holder Reporting application allows you to securely enter information for up to 25 accounts.
      • Web based application - no downloads required
      • Secure Communication - data is encrypted and secure
      • Request a user name and password by emailing NYSRPUOHR@osc.ny.gov
    • View the User Guide for full instructions.
    • If you submit your report by Online Holder Reporting, you do not need to mail a separate Verification and Checklist.
    • Will be replaced with Manual Online Reporting on August 11, 2025.
  • Save the report on a CD, DVD or USB drive and mail it - will require prior approval after June 30, 2025
    • Mail the device along with a signed Verification and Checklist (AC2709), to:

    • Protect the device using a password or encryption and email the password or encryption method to NYSRPU@osc.ny.gov
    • After June 30, 2025 - request approval from NYSRPU@osc.ny.gov
