New York State Psychiatric Institute: Selected Financial Management Practices

The New York State Psychiatric Institute is the principal clinical research facility for the Office of Mental Health. The Institute contracts with Columbia University and the New York Presbyterian Hospital Psychiatric Service to provide training in various aspects of psychiatry to Institute psychiatric residents under a four-year residency training program. The Institute’s goal is to keep at least 25 percent of these students in public psychiatry after graduation. We examined whether the Institute was achieving this goal and found that it was, as 51 percent of the residents graduating from the program between 2000 and 2005 remained in public psychiatry. We also examined the adequacy of the Institute’s internal controls in certain financial areas. We found that the controls over selected time and attendance practices were generally adequate, but improvements were needed in controls over overtime, outside employment and certain administrative aspects of the residency training program.
