Purpose

The purpose of this bulletin is to inform the Division of State Police of OSC’s automatic processing and provide instructions for payments not processed automatically.

Affected Employees

Employees of the Division of State Police in the State Police Troopers Unit – BU07 and the State Police Commissioned/Non-Commissioned Officers Unit (CO/NCO) – BU17 who meet the eligibility criteria are affected.

Background

Chapter 24 of the Laws of 2019 implements the 2018-2023 Agreement between New York State and the Police Benevolent Association and provides for the implementation of Location Pay for certain counties and increases to certain payments effective April 1, 2022 for Troopers in Bargaining Unit 07 and Commissioned/Non-Commissioned Officers in Bargaining Unit 17.

OSC will systematically process the new Location Pay for certain counties and increases to Supplemental Location pay and Expanded Duty pay for eligible employees in Bargaining Unit 07 and Bargaining Unit 17.

Effective Dates

The new Location Pay for certain counties and increases to Supplemental Location Pay and Expanded Duty Pay will be paid using the following effective dates and check date:

Eligibility Criteria

Employees in Bargaining Unit 07 and Bargaining Unit 17 who have a Payroll Status of Active, Leave With Pay or Leave of Absence with an Action/Reason code of Leave of Absence/MLS (Mil Stip), Leave of Absence/MTS (Military Training Stipend), or Leave of Absence/MLL (Mil lv) on the payment effective date of 03/31/2022 (Administration), are eligible to receive the new Location Pay for certain counties and increases to Supplemental Pay and Expanded Duty Pay.

OSC Actions

OSC will automatically insert and update rows on the Additional Pay page to reflect the following payments for employees in Bargaining Unit 07 and Bargaining Unit 17 that meet the eligibility criteria. *

Location Pay Amount (LPO)

OSC will automatically insert a row in the Additional Pay page with an effective date of 03/31/2022 for employees in BU07 and BU17 who currently work in the Counties of Orange with a Position Location code of 3600, Putnam with a Position Location code of 4000 and Dutchess with a Position Location code of 1400. This is a new payment for these counties.

Supplemental Location Pay (SPL)

OSC will automatically insert a row to update the Additional Pay page with an effective date of 03/31/2022 and increase the amount from $1,995 to $2,330 for all employees in BU07 and BU17 receiving Supplemental Location Pay in Location of NYC, Rockland and Westchester.

Expanded Duty Pay (DUT)

OSC will automatically insert a row to update the Additional Pay page with an effective date of 03/31/2022 and increase the amount from $9,054 to $9,235 for all employees in BU07 and BU17 receiving Expanded Duty Pay.

The following Control-D report will be available after processing of the automatic updates and increases

NHRP703 Mass Salary Additional Pay Report

This report identifies all employees receiving an automatic update for Location Pay (LPO), and increases for Supplemental Location Pay (SPL) and Expanded Duty Pay (DUT). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit and Additional Pay Amount.

Payroll Register and Employee’s Paycheck/Advice

The appropriate Earnings Code and the amount paid will be displayed on the Payroll Register. The appropriate Earnings Description and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.

Tax Information

These monies are taxable income, will be included in the employee’s taxable gross, and are subject to all employment taxes and income taxes.
