State Comptroller DiNapoli Releases Municipal Audits

September 18, 2018

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Town of AuroraTown of Roseboom and the Town of Stafford.

"In today's fiscal climate, budget transparency and accountability for our local communities is a top priority," said DiNapoli. "By auditing municipal finances and operations, my office continues to provide taxpayers the assurance that their money is being spent appropriately and effectively."

Town of Aurora – Real Property Acquisition and Sale (Erie County)

Auditors estimate the town sold the Southside Municipal Center for approximately $718,000 less than it cost the town to purchase and renovate the center. Further, the board received only one offer for the property, did not use a real estate broker to identify potential buyers and did not publicly advertise the sale to obtain other offers for a potentially higher selling price.

Town of Roseboom – Long-Term Planning (Schoharie County)

The town's major pieces of equipment are beyond their recommended useful lives. Officials, however, have no long-term plans for funding equipment and infrastructure needs. Without sufficiently addressing the town's long-term capital needs, officials may be spending more than necessary on equipment repairs.

Town of Stafford – Procurement (Genesee County)

Officials did not always obtain quotes in compliance with the town's procurement policy. Auditors determined the town may realize cost savings by reducing the thresholds for purchases requiring quotes in the procurement policy.
