Comptroller DiNapoli Releases School Audits

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Rensselaer City School District and the Waverly Central School District.

“My office’s audits of school districts, charter schools and BOCES help schools improve their financial management practices,” DiNapoli said. “These audits are tools for schools to make sure proper policies and procedures are in place to protect taxpayer dollars and provide students with the best possible education.”

Rensselaer City School District – Internal Controls Over Extra-Classroom Activity Funds (Rensselaer County)
The school board established a policy for the district’s extra-classroom activity fund, but it does not provide detailed procedures for the financial management and recordkeeping of the fund or for closing inactive clubs. As a result, six student clubs were inactive but had deposits totaling $4,450. In addition, the student clubs lacked proper documentation, such as itemized receipts and payment orders, for disbursements totaling $16,736.

Waverly Central School District – Financial Condition (Tioga County)
The district is not developing realistic expenditure budget estimates. From 2008 through 2011, the district spent an average of $1.8 million less than budgeted appropriations each year. As a result, unexpended surplus funds exceeded the statutory limit of 4 percent for fiscal years 2008-09 (at 11 percent of the ensuing year’s appropriations), 2009-10 (at 11 percent of the ensuing year’s appropriations) and 2010-11 (at 5 percent of the ensuing year’s appropriations).
