State Contract and Payment Actions in December

In December, the Office of the State Comptroller approved 1,733 contracts for state agencies and public authorities valued at $9.7 billion and approved more than 1.7 million payments worth more than $10.9 billion. The office rejected 147 contracts and related transactions valued at $190 million and nearly 2,200 payments valued at more than $9.4 million, primarily due to errors, improprieties or lack of documentation. Major Contracts Approved

Office of Children and Family Services

  • $9.6 million for temporary medical staffing, including $2.7 million with Penda Aiken, Inc., and $2.4 million with Assignment America, LLC.

Department of Environmental Conservation

  • $4.4 million with RA Outdoors, LLC for a facility reservation and point-of-sale system.
  • $1.4 million to Cornell University for a pesticide management education program.  

Office of General Services 

  • $39.4 million with Sano-Rubin Construction Services, LLC for expansion and renovation of the Department of Corrections and Community Supervision training center in Albany County.
  • $14.9 million with Monpat Construction, Inc. to replace the roof and repair stucco at Rockland Psychiatric Center in Rockland County.
  • $2.4 million with S & L Roofing and Sheet Metal, Inc. to replace various roofs at Mohawk Correctional Facility in Oneida County.

Office of Parks Recreation & Historic Preservation

  • $8.2 million with RA Outdoors, LLC for a facility reservation and point-of-sale system.
  • $3.2 million with Northern Tier Contracting, Inc. to construct a new beach bathhouse and concession building at Southwick Beach State Park in Jefferson County.
  • $1.3 million with Niko Development Corp. for basketball court installations at Jones Beach State Park in Nassau County.
  • $1.1 million with Continental Construction, LLC to construct restrooms at Higley Flow State Park in St. Lawrence County.
  • $1.1 million with Foremost Electric Corp. for electrical upgrades at Mills-Norrie State Park in Dutchess County.

State University of New York at Stony Brook

  • $1.5 million with The LandTek Group, Inc. for maintenance and repair of synthetic turf fields.
  • $1.4 million with Hill-Rom Company, Inc. for preventive maintenance and repair of hospital beds.
  • $1.2 million with Quintal Contracting Corp. for tree care services.

New York State Thruway Authority

  • $5 million with Northern Supply, Inc. for flexible snow plow blades.
  • $2 million with WSA Group P.E., P.C. for biennial bridge and underwater inspection services at various locations.

Department of Transportation

  • $4 million with Villager Construction, Inc. for pavement rehabilitation and traffic signal work on Empire Boulevard in Monroe County.
  • $3.1 million with Nassau Rental & Supply Corp. for bridge washing throughout the New York City Region.

Major Payments Approved

Tax Refunds

  • $101 million for 22,000 corporate and other refunds.
  • $81 million for 15,000 personal income tax refunds.
  • $15 million for 23,000 property tax credits.

Department of Civil Service

  • $17.7 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program. 

Empire State Development Corporation

  • $28 million to Fort Schuyler Management Corp. for facility and infrastructure build-out of an advanced packaging operation for the NY Power Electronics Manufacturing Consortium Center in Utica.
  • $4.1 million to Gryphon Sensors, Inc. to design, procure, install and test unmanned aerial systems and develop infrastructure for future facilities in North Syracuse.
  • $4 million to the city of Auburn for facility design, renovation and construction, and the purchase of furniture and equipment for the Equal Rights Heritage Center in Auburn.
  • $1.9 million to the Buffalo Niagara Medical Campus, Inc. for costs related to the acquisition and renovation of the former Smart Pill Building in Buffalo.
  • $1.7 million to Martin House Restoration Corporation for construction and renovation costs for the Darwin Martin House in Buffalo.

Office of General Services

  • $12.4 million for hourly-based IT services, including $2.5 million to PSI International, Inc., $1.9 million to IIT, Inc., and $1.6 million to Knowledge Builders, Inc.
  • $4.4 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation Project at the Manhattan Psychiatric Center in New York City. 

Department of Health 

  • $5.5 million to New York eHealth Collaborative, Inc. for the Statewide Health Information Network of New York.

New York State Legislature – Assembly

  • $45,000 to McNamee Lochner, P.C. for outside counsel for assistance with appeals.

New York State Thruway Authority

  • $3.4 million to Tappan Zee Constructors, LLC for the New NY Bridge Project. 
  • $1.3 million to HNTB New York Engineering and Architecture, PC for engineering services for the New NY Bridge Project.

Department of Transportation

  • $15.7 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $11.9 million to Clinton County for the rehabilitation of the Plattsburgh International Airport.
  • $9.8 million to the Syracuse Regional Airport Authority for rehabilitation of the Syracuse Hancock International Airport.
  • $5.1 million to Monroe County for the rehabilitation of the Greater Rochester International Airport.
  • $4.4 million to Ahern Painting Contractors, Inc. for preventative maintenance, cleaning and painting of the FDR Drive in New York City. 
  • $4.4 million to ECCO III Enterprises, Inc. for the Kew Gardens Interchange project in Queens County. 
  • $2.4 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $2.1 million to Marcy Excavation Services, LLC for parking lot improvements at the New York State Fairgrounds in the town of Geddes, Onondaga County. 

Unified Court System

  • $2.6 million to The Legal Aid Society for attorneys for children.

Payment Rejections and Other Cost Recoveries

The office rejected nearly 2,200 payments valued at more than $9.4 million, including tax refunds valued at more than $135,000. The Comptroller’s auditors also recovered nearly $26,000 from vendors owing debts to the state, and held payments of more than $1.3 million pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through December for calendar year 2018, the Comptroller’s office has approved 17,845 contracts valued at $66 billion and approved nearly more than 32.5 million payments worth nearly $140 billion. The office has rejected 1,797 contracts and related transactions valued at $4.7 billion and nearly 36,300 payments valued at more than $68.4 million primarily due to errors, improprieties or lack of documentation.
