State Contract and Payment Actions in November

In November, the Office of the State Comptroller approved 1,411 contracts for state agencies and public authorities valued at $6.4 billion and approved nearly 2.1 million payments worth more than $9.5 billion. The office rejected 139 contracts and related transactions valued at $710 million and nearly 1,400 payments valued at more than $13.9 million. Major Contracts Approved

State Education Department

  • $11.8 million with Silver Creek School District for Native American student tuition.
  • $1.8 million with New York State Independent Living Council Inc. for development and monitoring of the New York State Plan for Independent Living.

Department of Environmental Conservation

  • $5.9 million with The Environmental Service Group for demolition and remediation of the former Rome Cable Corporation site in Oneida County.
  • $1.4 million with the Student Conservation Association for administration of the Student Conservation Education and Stewardship Program.

Gaming Commission

  • $223.3 million with Everi Games Inc. for a new video lottery system.

Office of General Services

  • $5.1 million with Monumenta Art Conservation and Finishing LLC for routine maintenance of the Governor Nelson A. Rockefeller Empire State Plaza art collection in Albany.
  • $1.1 million with New York State Industries for the Disabled, Inc. for custodial services at the Henderson-Smith State Office Building in Steuben County.

Department of Health

  • $2.1 million with Nassau County for tuberculosis prevention and control.

Office of Information Technology Services

  • $21.8 million with GCOM Software LLC for the Department of Motor Vehicles to modernize and integrate technology systems.

State Insurance Fund

  • $17.2 million with New York State Industries for the Disabled Inc. for data imaging and mailroom services.

Department of State

  • $14.6 million for the Downtown Revitalization Initiative, including $8.7 million to the City of Cortland and $5.9 million to the Town of Oyster Bay.

Division of State Police

  • $5.8 million with FlightSafety International Inc. for flight and maintenance training.

Department of Transportation

  • $86.3 million with Cold Spring Construction Co. for Interstate 390 interchange improvements in Monroe County.
  • $11.9 million with New York City for emergency highway patrol and dispatching services.
  • $11.6 million with D. A. Collins Construction Co. Inc. for Interstate 587 improvements and roundabout installation in Ulster County.
  • $5.2 million with Hamilton County for snow and ice removal services.
  • $5 million with Morano Brothers Corp. for Empire State Trail safety improvements in Westchester County.

Workers' Compensation Board

  • $35 million with Conduent State & Local Solutions Inc. for document conversion services.

Major Payments Approved

Tax Refunds

  • $565.1 million for 76,000 personal income tax refunds.
  • $146.9 million for 183,000 property tax credits.
  • $121.2 million for 21,000 corporate and other refunds.

Department of Civil Service

  • $256.4 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior and Student Employee Health plans.
  • $26.1 million to Beacon Health Options Inc. for the Mental Health & Substance Abuse component of the New York State Health Insurance Program (NYSHIP).

Empire State Development Corporation

  • $15.8 million to Fort Schuyler Management Corporation for costs associated with the creation of the North Country Hub for Innovative Manufacturing Nanotechnology in Plattsburgh.
  • $8.2 million to Edison Welding Institute for furniture, fixtures, machinery and equipment at the Buffalo-Niagara Institute for Advanced Manufacturing Competitiveness in Erie County.
  • $5.6 million to Northeast UAS Airspace Integration Research Alliance, Inc. to design, procure and install a sensor test corridor between Syracuse and Rome for unmanned aircraft.
  • $4 million to the Genesee County Industrial Development Agency to design a water system, sewer plant and electric substation for the Science and Technology Advanced Manufacturing Park industrial campus.

Gaming Commission

  • $6.5 million for tribal compact payments to Cayuga, Chenango, Cortland, Lewis, Herkimer, Oneida, Onondaga, Oswego and Otsego counties.

Office of General Services

  • $11.6 million for hourly-based information technology services, including $2.4 million to PSI International Inc., $1.8 million to IIT Inc., $1.3 million to MVP Consulting Plus Inc., $1.1 million to Knowledge Builders Inc. and $5 million to 22 other vendors.
  • $2.7 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City.

Department of Health

  • $18.6 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $2.5 million to New York eHealth Collaborative for the Statewide Health Information Network of New York.

Department of Homeland Security

  • $8.1 million to New York City for the Urban Area Security Initiative Program.

State University of New York Construction Fund

  • $1 million to LP Ciminelli Inc. for construction at the University at Buffalo School of Medicine and Biomedical Sciences.

Department of Transportation

  • $6.6 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $3.3 million to National Railroad Passenger Corporation (Amtrak) for design and construction of the Hudson Line Positive Train Control System.
  • $2.2 million to STV Inc. to perform quality assurance services related to the replacement of the Kosciuszko Bridge in Kings County.
  • $2 million to the Syracuse Regional Airport Authority for renovations at Syracuse Hancock International Airport.
  • $1.9 million to Chemung County for renovation of the Elmira Corning Regional Airport.

New York State Thruway Authority

  • $11.5 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
  • $1.5 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

Payments Rejections and Other Cost Recoveries

The office rejected nearly 1,400 payments valued at more than $13.9 million, including tax refunds and credits valued at more than $1.1 million. The Comptroller’s auditors also recovered nearly $45,000 from vendors owing debts to the state and held payments of more than $300,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through November for calendar year 2019, the Comptroller’s office has approved 17,682 contracts valued at $63.1 billion and has approved nearly 28.5 million payments worth nearly $130.6 billion. The office has rejected 1,512 contracts and related transactions valued at $4.9 billion and nearly 31,800 payments valued at more than $226.7 million primarily due to errors, improprieties or lack of documentation.
