The Securities Coordinating Committee (SCC) was established by Executive Order of the Governor in 1977 and expanded in 1983 to coordinate the scheduling of debt offerings by the State, its largest public authorities, New York City and many of its public benefit corporations. The Comptroller of the State of New York chairs the committee and convenes its quarterly meetings. The State Director of the Budget serves as Secretary.

Based upon information provided by the participating organizations, the Comptroller prepares a forward issuance calendar that is released near the beginning of each calendar quarter and updated frequently. Since the information on the calendar is supplied by the participating organizations and is subject to change without notice, questions about any particular bond sale should be directed to the issuing agency.

  • Battery Park City Authority (BPCA)
  • Dormitory Authority of the State of New York (DASNY)
  • Empire State Development Corporation (ESDC)
  • NYS Energy Research and Development Authority (NYSERDA)
  • NYS Environmental Facilities Corporation (EFC)
  • NYS Housing Finance Agency (HFA)
  • Metropolitan Transportation Authority (MTA) which also represents the NYC Transit Authority (TA) and the Triborough Bridge and Tunnel Authority (TBTA)
  • NYS Municipal Bond Bank Agency (MBBA)
  • Power Authority of the State of New York (PASNY)
  • State of NY Mortgage Agency (SONYMA)
  • NYS Thruway Authority
  • NYS Job Development Authority (JDA) and the NYS Urban Development Corporation (UDC) doing business as the Empire State Development Corporation (ESDC)
  • New York Local Government Assistance Corporation (LGAC)

Non-member agencies and other major debt-issuing organizations also participate in the scheduling activity of the Committee. They include:
