Purpose of Audit

The purpose of our audit was to review the Village’s purchasing practices for the period June 1, 2014 through October 28, 2016.


The Village of Ellicottville is located in Cattaraugus County and has a population of approximately 375. The Village is governed by an elected five-member Board of Trustees. Budgeted appropriations for the 2016-17 fiscal year total approximately $1.9 million.

Key Findings

  • The Village did not always competitively bid or obtain quotes for purchases as required in its procurement policy.
  • The procurement policy does not address the procedures to be followed for obtaining competitive pricing for professional services.

Key Recommendations

  • Ensure competitive bids are obtained for purchases exceeding the bid limits as required by statute and the procurement policy.
  • Consider revising the procurement policy to prescribe the methods for soliciting competition for professional services.
