Who to Involve

A crucial step in capital planning and budgeting is to assign a coordinator or planner to oversee the plan development. This may be the chief executive officer or his designee, but in larger local governments, especially, a professional planner may be brought in. In developing effective capital programs, these planners should seek input from a number of sources such as governing board members, department heads, local agencies and the public.

Depending on the municipality's anticipated needs and goals, other stakeholders may also be contacted for input:

  • Engineers
  • Lawyers
  • Business leaders
  • Other municipalities (to benefit from their experience).

With enough information, managers will be able to identify and prioritize capital program objectives for the next several years.
