A Study of Employer Satisfaction with the Withholding Tax Process (Follow-Up Review) Employers in New York State are required to withhold State income taxes from their employees' wages and remit the withheld taxes to the Department of Taxation and Finance. In our prior report 97-D-4, we selected a random sample of these employers and asked them to complete a questionnaire addressing their satisfaction with the withholding tax process. We found that, while the employers were generally satisfied with the withholding tax process, they identified a number of areas in which improvements could be made. We suggested Department officials consider ways to make these improvements, and in our follow-up review, we found that many of the improvements have been made.
