Harlem Valley Secure Center: Selected Security, Safety and Payroll Management Practices (Follow-Up Review)

The Harlem Valley Secure Center is one of five secure centers operated by the Office of Children and Family Services for the care and rehabilitation of youths who have been placed with OCFS by the courts. In our prior audit report 95-S-132, we identified serious deficiencies in the Center's security, safety and payroll management practices. For example, employees with criminal backgrounds were hired to work closely with the youths, required fire inspections and fire drills were not performed, and employees were paid for time not documented as worked. In our follow-up review, we determined that actions have been taken to implement many of the recommendations made in our prior report. However, additional actions are needed if the recommendations are to be fully implemented.
