Oversight of Delinquency Prevention Programs (Follow-Up Review)

The Office of Children and Family Services (OCFS) oversees and funds delinquency prevention programs provided by municipalities and local not-for- profit corporations. In our prior audit report 95-S-137, we found that the programs funded by OCFS did not always address identified needs, program providers were not closely monitored, many providers received funding year after year even though they did not meet contract goals and requirements, providers were reimbursed for expenditures unrelated to delinquency prevention programs, a large percentage of program funding was used for administrative purposes, and the effectiveness of the various programs was not evaluated. We recommended that OCFS officials work with State and local policymakers to establish a more coordinated system of program planning, oversight and accountability. In our follow-up review, we found that OCFS officials have made good progress in implementing our prior audit recommendations.
