Homeless Housing Program (Follow-Up Review) As part of an agreement between New York City and New York State, OMH agreed to develop new beds in residential facilities for homeless mentally ill people in New York City. In our prior audit report 94-S-8, we examined the actions taken by OMH in fulfilling its part of the agreement. We concluded that the bed development effort could be improved if certain changes were made in OMH's project management practices. In our follow-up review, we found that, while some of these changes were made, further improvements were possible.
