Contract with the City Volunteer Corps, Inc. The contractor administered a program in which teenagers and young adults were recruited to perform community services in New York City. We determined that a refund of $386,105 was due the State from the $1.3 million paid to the contractor, mainly because the administrative costs allocated to the program were excessive and some of the expenses claimed by the contractor were not documented.
