Highland Residential Center: Selected Security, Safety and Payroll Management Practices (Follow-Up Review) In our prior audit report 95-S-95, we examined selected operating practices at Highland Residential Center and found that, contrary to required procedures, the Center often failed to inform the central office about certain types of incidents, including the discovery of weapons at the Center and the committing of crimes by youths while they were in the care of the Center. We also identified a number of weaknesses in security controls, fire safety practices, and time and attendance practices. We concluded that Center management must become more involved in the operations of the Center. In our follow-up review, we found that the recommendations made in our prior audit report have been fully implemented.
