Professional Licensing Operations (Follow-Up Review) The State Education Department licenses and registers more than 600,000 individuals in 38 professions. These operations are financed entirely by licensing and registration fees and disciplinary fines. At the time of our prior audit report 95-S-42, Department officials had requested a 40 percent increase in the licensing and registration fees to help cover a projected deficit in these operations. We evaluated the reasonableness of this request and concluded that the Department's plans to hire additional staff for the operations might not be appropriate, as delays in processing licenses and registrations might be better addressed by procedural and technological improvements. We recommended that licensing and registration operations be re-engineered before a permanent fee increase was considered. In our follow-up review, we found that Department officials have taken a number of steps to re-engineer and improve the efficiency of licensing and registration operations, and have made this progress without permanently increasing fees. We compliment Department officials for this accomplishment.
