During the 1993-94 through 1995-96 academic years, Blake Business Schoolcertified $3.5 million in Tuition Assistance Program awards. We disallowed$1,523,732 of these awards as well as $1,656 in awards that related toother academic years. The total $1,525,388 was disallowed because studentswere incorrectly certified as eligible for the awards. For example, somestudents received awards even though their courses were taught by unlicensedteachers or had more students per teacher than are permitted by State regulations.In addition, many students were allowed to graduate from the School, eventhough they had not received the minimum number of instructional hoursrequired for graduation.
