Investigative Practices Undertaken by Patient Resource Offices

When an individual is admitted as an inpatient to an OMH psychiatric center, OMH investigates the individual's income and assets to determine the extent to which the individual can pay for the services provided by the center. We examined the adequacy of these investigations for a random sample of 83 of the 8,136 inpatients who were not eligible for Medicaid and who were admitted to five selected psychiatric centers during the two years ended March 31, 1997. We determined that 11 of the 83 investigations were either incomplete or inadequate. For example, required procedures were not followed, possible indications of an ability to pay were not followed up on, and attempts were not made to contact known relatives. We recommend improvements in OMH's investigative practices.
