Identifying Unemployment Insurance Benefit Overpayments Made to State Employees

The Department of Labor processes unemployment insurance payments for those who have lost their jobs. Using computer programs that we developed, we matched the Department's unemployment insurance payment records against New York State agency payroll records for the year ended December 31, 1996. As a result of this match, we determined that $232,976 in unemployment insurance benefits were paid to 404 individuals for the same periods that the individuals were employed by New York State agencies. Many of the individuals received the inappropriate benefits repeatedly over a period of several weeks. We recommend that the Department investigate and, if appropriate, recover these overpayments, and routinely match its unemployment insurance payment records to the State agency payroll records maintained by the Office of the State Comptroller.
