Overtime Management at Creedmoor and Hudson River Psychiatric Centers

We audited selected aspects of overtime management at Creedmoor and Hudson River Psychiatric Centers. We found that, while Creedmoor consistently operated within the overtime budget established by the Office of Mental Health (OMH) central office, Hudson River consistently exceeded this budget. We examined the staffing practices used by the two psychiatric centers as well as certain other characteristics of each center. We concluded that overtime can be reduced at psychiatric centers through the use of certain staffing practices, and overtime can be budgeted more appropriately on the basis of certain staffing and client characteristics. We recommend that OMH modify its process for budgeting overtime and attempt to identify the "best practices" for reducing overtime.
