Energy Conservation Programs and Control of Energy Usage and Cost
Energy conservation programs for New York City agencies are administered by the Office of Energy Conservation in the Department of Citywide Administrative Services. We examined the Office's administration of these programs and found that the Office does not always closely monitor energy use and cost at the agencies. In addition, when we visited the sites of certain energy-saving programs, we found that the programs were not working as intended, in some instances due to poor installation practices. We also found that, even though total energy use has continued to increase in City agencies, the Office has not developed long-range goals and plans for energy conservation. We recommend that the Office monitor energy use more closely, improve its supervision and inspection of energy-saving projects, and develop long-range energy conservation plans.
