Oversight of Delinquency Prevention Programs

The Division for Youth oversaw and funded delinquency prevention programs provided by municipalities and local not-for-profit corporations (since our audit, the Division has been merged into the newly created Department of Children and Family Services). We examined selected aspects of the Division's oversight of these programs and found that improvements were needed. For example, the programs funded by the Division did not always address identified needs, program providers were not closely monitored, many providers received funding year after year even though they did not meet contract goals and requirements, providers were reimbursed for expenditures unrelated to delinquency prevention programs, a large percentage of program funding was used for administrative purposes, and the effectiveness of the various programs was not evaluated by the Division. We recommended that Division management work with State and local policymakers to establish a more coordinated system of program planning, oversight and accountability.
