Division of the Lottery
Agent Selection and
The Division of the Lottery administers games of
chance to raise revenue
for public education. Tickets for these games are sold by agents
that are licensed by the
Division. We examined certain aspects of the Division's
procedures for selecting and licensing
these agents. In general, we found these procedures adequately
protect the State's interests in
the games. However, the Division could improve its evaluation of
prospective agents and
strengthen its criminal background checks on the agents.
