Identifying and Collecting Unemployment Insurance Benefit Overpayments

The Department of Labor processes unemployment insurance payments for those who have lost their jobs. We examined the payments made over a 15-month period to current and former employees of New York City. We identified as much as $4.9 million in payments that should not have been made, because the recipients were on the New York City payroll at the time of the payments. We recommend that the inappropriate payments be recovered and procedures be developed to prevent such payments in the future. We also identified 3,287 City employees who have not repaid $4.3 million in previous unemployment insurance overpayments. We recommend that these overpayments be recovered and procedures be developed to enable New York City to recover such overpayments on a regular basis.
