Selecting Housing Projects for
Funding The Division of Housing and Community Renewal awards
grants, loans and tax credits to municipalities, organizations and individuals for the
development of public housing. We examined the process used by the Division to make these
awards. We found that, even though applications for funding greatly exceed available funds,
funds are not awarded on the basis of a systematic determination and prioritization of housing
needs in New York State. We also identified eleven projects that were awarded $13.3 million
in funds, even though Division technical staff recommended that the projects not be funded.
Documentation was not available indicating why funds were awarded to these projects. We
recommend changes in the process used by the Division to fund housing projects to provide
better assurance that the funded projects best meet the housing needs of New York State.
