Contract with the
Development Corporation The Corporation provided
youths with residential
substance abuse treatment programs. We determined that a refund
of $181,115 was due the State
from the $6.4 million paid to the Corporation, mainly because
some of the expenses claimed by
the Corporation exceeded authorized amounts, were not documented,
or did not relate to the
contract. We also found that, contrary to contract terms, the
Corporation sought reimbursement
from the State before other available funding was used. We
recommend that this available
funding be applied to the Corporation's current State contract.
