Selected Aspects of the Foster Care
Program When children are in danger of neglect or abuse at home, the
Department of Social Services may intervene and place the children with foster care parents or in
foster care institutions. We examined selected aspects of the Department's administration of the
foster care program in Broome, Erie, Monroe, Onondaga, Orange, Suffolk and Westchester
counties. Most of the 281 case files we reviewed indicated that appropriate actions had been
taken by program personnel. However, in seven cases we noted that the actions taken may not
have been sufficient to protect the interests of abused or neglected children. We also noted that
required procedures were not always followed and the effectiveness of program efforts was not
adequately evaluated. We recommend that the Department monitor the program more closely.
