Commission for the Blind and Visually Handicapped, Performance of Selected Programs

The Commission for the Blind and Visually Handicapped is administered by the Department of Social Services. We examined the vocational rehabilitation services provided by the Commission. The goal of these services to enable clients to live independent lives. These services are provided by contractors overseen by the Commission, and we found that the Commission's oversight is adequate to ensure that the services are provided as intended. We also determined that the cost of the services compares favorably to the cost of similar services in other states. However, we noted that the Commission can make better use of performance indicators to monitor the extent to which the services actually help clients live independent lives. 95-S-83
