Hospital Monitoring Programs
The Department of Health monitors the quality of care provided by most
of the hospitals operating in New York. To fulfill this responsibility, the Department
conducts inspections and responds to complaints. We found that, to some extent, the
Department's inspections duplicate the inspections conducted by a private accrediting
organization. We recommend that the Department work with this organization to eliminate
the duplication. We also recommend that the Department work with other organizations to
identify a comprehensive set of performance indicators that can be used to evaluate the quality
of care provided in New York hospitals. While the Department makes use of some
performance indicators, the development of a comprehensive set of indicators would greatly
improve the Department's monitoring ability.
