Job Training Partnership Act
Under the Job Training Partnership Act, federal funds are provided to states for training programs dedicated to improving employment opportunities for individuals with serious barriers to employment. In New York State these funds are administered by the Department and the training programs are provided by local contractors. We examined the nature of the training programs and the procedures used to award and monitor the training contracts. Our audit was limited to training programs provided in certain areas of New York State. We found that training was generally provided in occupations with long-term employment opportunities. We also found that, while most of the training contracts were awarded in an appropriate manner, improvements could be made to provide better assurance that prices were not higher than necessary and services were provided in accordance with contract terms.
