Division of Housing and Community Renewal
Billing and Collecting Selected Revenues
In the course of administering housing programs, the Division collects about $20 million a year in fees, fines and penalties. We examined the revenue collection activities relating to five housing programs. We found that improvements were needed if the revenue was to be collected in a timely manner and adequately controlled once it was collected. For example, bills were not always accurate, records were not always reliable and collection efforts were not always effective. As a result of these weaknesses, at least $186,000 in fees had been outstanding for more than three years and the exact amount of the outstanding fees could not be determined.
