Use of New Hires Database Employers in New York State are required to report their new hires to the State. A similar directory of new hires is maintained by the Federal government. The Office of Temporary and Disability Assistance (OTDA) maintains a database of State residents who pay child support and owe child support payments. OTDA regularly compares the names in this database to the names in the two new hires databases. When matches are found, action is taken to withhold the child support payments from the new hires’ paychecks. We audited the effectiveness of this process and found that it was working as intended.
