Cost-Effective Practices in Public Schools According to Section 215-c of the State Education Law, which was enacted in 1996, the State Education Department is required to take certain actions to promote cost-effectiveness in New York Stateís public school system. We examined the Departmentís compliance with these requirements and found the Department initiated some of the actions required by the legislation, and took other actions that were consistent with the overall objectives of the legislation. However, the Department did not initiate all the required actions, and generally did not follow through to complete the actions that were initiated. We therefore concluded the Department generally did not accomplish many of the clear directives contained in the legislation. We recommended that the Department consider establishing a discrete administrative entity to accomplish these directives. A temporary entity was created by the Department to perform certain of the actions required by the legislation, but this entity was disbanded in 2001.
