Deployment and Utilization of Branch Library Service Staff The New York City Public Library Systems comprise three independent library systems operating 206 branch libraries in the five boroughs of New York City. We examined staffing at the branch libraries and identified significant differences in staffing levels at the various branches. When we analyzed these differences through the use of regression analysis techniques, we found that most of the differences in staffing levels may be attributable to differences in cumulative circulation and hours of operation at the branches. However, we also determined that some of the differences may be caused by other factors, and some of these factors may result from inefficiencies. We recommended that the three library systems formalize their staff deployment processes, periodically evaluate the appropriateness of staffing levels at their branch libraries, and identify and share best practices for maintaining appropriate staffing levels.
