Financial Statements for the Title V Operating Permit Program for the Two Years Ended March 31, 1998 Each state is required by Title V of the 1990 amendments to the federal Clean Air Act to establish a program regulating the amount of pollutants emitted by large businesses. In New York State, this program is administered by the Department of Environmental Conservation. New York's program is financed by an annual fee assessed on the regulated businesses and, to the extent that program costs are not covered by fee revenue, by State appropriations. As of March 31, 1998, the program's fund balance totaled $6.8 million. We audited the consolidated statements of cash receipts, disbursements and fund balances pertaining to the program for the two years ended March 31, 1998. We conclude that the financial statements were presented fairly in all material respects.
