Contracting for Construction-Related Services

We found the Authority needs to improve the availability of adequate documentation supporting its compliance with State laws, rules, and regulations relating to the process of contracting for construction-related services. We found that it had executed several change orders to amend existing contracts for additional services, even though those services were not related to the scope of the existing contracts. Steps taken in the spring of 1999 are expected to improve documentation, and Authority officials conducted two full-day meetings with all of their project managers in March 1999 to discuss expected improvement in this area and in the implementation of updated procedures.
