Purpose

To inform agencies of OSC’s automatic processing of the 2015 UUP Salary Increase and provide instructions for payments not processed automatically.

Affected Employees

Employees in the State University Professional Services Negotiating Unit (PSNU) – BU08 who meet the eligibility criteria, except employees in the following titles:

Background

Chapter 340 of the Laws of 2013, which implemented the 2011-2016 Agreement between the State of New York and the United University Professions, provides for an increase of 2.00% to basic annual salaries in 2015.

Effective Date(s)

The 2015 UUP Salary Increase will be paid using the following effective dates and check dates:

The effective date for employees with a Pay Basis Code equal to BIW, HRY or FEE will be determined by the campus based on the employee’s obligation.

Eligibility Criteria

Employees who meet the following criteria on 06/30/15, on the payment effective date for the employee’s pay basis code and on 09/01/15 (Pay Basis Code CAL only) are eligible to receive the 2015 UUP Salary Increase:

  • Bargaining Unit = 08
  • Salary Grade = 980
  • Pay Basis Code = ANN or CYF, 21P or CYP, CAL, BIW, HRY, FEE
  • Payroll Status = Active or Leave With Pay

In addition, the following employees are eligible to receive the 2015 UUP Salary Increase:

  • An employee who is an incumbent of a position on 06/30/15 but is on a Leave of Absence without pay is eligible for the salary increase when the employee returns from the leave, provided the employee remains in an eligible position.
  • An employee in service on 04/30/15, whose employment expired prior to 07/01/15, who would have been eligible for the salary increase if the employment had continued through 07/01/15, shall be eligible for the salary increase if the employee is reemployed in an equivalent position for at least one semester or equivalent of the 12 month period commencing on 07/01/15.
  • An employee in service during a portion of the 12 month period commencing on 07/01/14, for at least a semester or equivalent, but whose employment expired prior to 07/01/15, shall be eligible for the salary increase if the employee is reemployed in an equivalent position for at least one semester or equivalent of the 12 month period commencing on 07/01/15.

Note: The salary increase for employees covered in Article 19 of the 2011-2016 Agreement between the State of New York and the United University Professions or withheld by the Chancellor or the Director of Employee Relations is excluded.

Salary Minimums

As provided in the 2015 Schedule of Positions from the Board of Trustees UUP Salary Resolution, salary minimums have been established for employees paid on an annual salaried basis. Part-time employees who are paid on a prorated annual salaried basis are eligible for a prorated amount of the salary minimum that corresponds to the employee’s work percentage.

If, after applying the 2015 UUP Salary Increase, an employee’s annual salary is less than the salary minimum for the employee’s title and salary level, the employee is eligible to receive the minimum salary.

If an employee is appointed or promoted on or after the appropriate payment effective date, the employee is eligible to receive not less than the salary minimum of the new position.

OSC Actions

OSC will process the 2015 UUP Salary Increase for those employees who meet the eligibility criteria on each of the following dates based on the employee’s Pay Basis Code.  The employee must remain in the same Pay Basis Code Group in order to be processed.

This processing will occur provided the employee is not in one of the following titles:

OSC will automatically insert a row on the employee’s Job Data page using the appropriate payment effective date with an Action/Reason code of Pay Rate Change/SAC (Mass Salary Increase). The value of the salary increase will be determined by multiplying the salary in effect on 06/30/15 by 2.00% and rounding to the nearest dollar. This amount will be added to the salary in effect on the appropriate payment effective date and reported on the inserted row.

If the employee has rows on the Job Data page subsequent to the row inserted above that meet the eligibility criteria, OSC will insert a row using the same effective date as the row being evaluated with the next available sequence number with an Action/Reason code of Pay Rate Change/CSL (Cor Sal). The existing salary will be increased by adding the value of the salary increase (flat amount) as determined above to the existing salary on the inserted row.

Agency Actions

Transactions Submitted in the Same Pay Period the Salary Increase is Automatically Processed

When submitting pay changes, position changes and transfers on the Job Action Requests or Transfer Requests page in the pay period in which the 2015 UUP Salary Increase is automatically processed, the agency must not include the salary increase in the salary reported in the Pay Rate field for an employee who will receive the automatic increase.

Employees Not Processed Automatically

Pay Basis Code BIW or HRY: To pay the 2015 UUP Salary Increase to employees with a Pay Basis Code equal to BIW or HRY, agencies must submit a Pay Change on the Job Action Requests page using the Reason Code SAC (Mass Salary Increase) and the appropriate effective date based on the employee’s obligation. The Pay Rate field should be populated based on the employee’s increased rate.

Excluded Titles: To pay the 2015 UUP Salary Increase to employees in the titles of Assistant Instructor (12 Mo), Assistant Instructor (HS), Clinical Assistant Instructor (12 Mo) or Clinical Assistant Instructor (HS) who are eligible for the increase, agencies must submit a Pay Change on the Job Action Requests page using the Reason Code CFS (Cor Fy Sal) and the appropriate effective date. The Pay Rate field should be populated based on the PGY Salary Schedule.

Employees on a Leave of Absence Without Pay: To pay the 2015 UUP Salary Increase to employees who are on a Leave of Absence without pay on any of the eligibility dates for the employee’s Pay Basis Code Group and who subsequently return from the leave after the payment effective date, in addition to processing the transaction(s) related to the return from leave, the agency must submit a Pay Change on the Job Action Requests page using the Reason Code CSL (Cor Sal) and the effective date of the Return from Leave with the next available sequence number.

Employees Who Are Reemployed: To pay the 2015 UUP Salary Increase to employees whose employment expired and who are reemployed, agencies must submit a Pay Change on the Job Action Requests page using the Reason Code RHS (Rehire Salary) or Reason Code SAC (Mass Salary Increase) and the appropriate effective date. The Pay Rate field should be populated based on the employee’s increased rate.

Pay Basis Code Change: To pay the 2015 UUP Salary Increase to employees whose pay basis code changes between the effective dates of the increase, agencies must submit a Pay Change on the Job Action Requests page using the Reason Code SAC (Mass Salary Increase) and the appropriate effective date. The Pay Rate field should be populated based on the employee’s increased rate.

Subsequent Rows: If the employee has rows on the Job Data page subsequent to the effective date of one of the above transactions, the agency must submit a Pay Change on the Job Action Requests page using the Reason code CRT (Chg Rate) (Pay Basis Codes HRY and BIW only) or CSL (Cor Sal) with the effective date of the row being evaluated, the next available sequence number and the employee’s increased rate in the Pay Rate field, provided the employee remains eligible.

Pay Basis Code FEE: To pay the 2015 UUP Salary Increase to employees with a Pay Basis Code equal to FEE, agencies must calculate the monies submitted on the Time Entry page using the increased rate beginning with the appropriate effective date.

Control-D Report Available After Processing

The following Control-D report will be available for agency review after the automatic increases have been processed. The report will be sorted by Department ID, then alphabetically by employee name.

NHRP704 – Mass Salary Increase Report

This report identifies all employees who receive the automatic 2015 UUP Salary Increase. The report identifies all employees’ salaries that were increased in an eligible bargaining unit.
