Purpose

To provide instructions to agencies for processing the Lump Sum payments.

Affected Employees

SUNY employees in Bargaining Unit 08 who meet the eligibility criteria

Background

Chapter 113 of the Laws of 2008 implements the provisions of the agreement between the State of New York and United University Professions (BU 08) regarding general salary and other increases.

Effective Date(s)

Lump Sum payments may be submitted in Pay Period 10L, paychecks dated 9/3/08

Contract Provisions and Eligibility Criteria

$500 Lump Sum Payment

To be eligible for the $500 Lump Sum payment, part-time employees in Bargaining Unit 08 who are in Pay Basis Code ANN, BIW, 21P, CAL, CYF or HRY must have completed at least eight (8) years of consecutive service at the campus in which the employee is employed at the time of payment.

Employees who have completed eight (8) years of consecutive service on or after July 2, 2007 and on or before January 1, 2008, are eligible to receive the $500 Lump Sum payment effective January 1, 2008.

Employees who have completed eight (8) years of consecutive service on or after January 2, 2008 and on or before July 1, 2011, are eligible to receive the $500 Lump Sum payment effective the date the employee becomes eligible.

Please refer to the SUNY Board of Trustees Policies for the definition of consecutive service.

Part-time employees who were previously granted permanent, continuing, or a second five-year term appointment and who have already received a $500 advance to basic annual salary are not eligible for an additional $500 Lump Sum Payment. Individual employees are eligible for only one service award during the term of the agreement.

The $500 Lump Sum payment is pensionable and must be included in the calculation of overtime.

OSC Actions

OSC has created the following new Additional Pay code to be used to pay the $500 Lump Sum payment:

  • LPP (Lump Sum for Part Time UUP)

Agency Actions

Agencies may begin submitting payments in Pay Period 10 using the following procedure when reporting the Lump Sum payment of $500.00 on the Additional Pay page:

Earnings Code: LPP
Effective Date: 1/1/08 or date the employee becomes eligible
OT Effective Date: Same as Effective Date
Annual Additional Earnings: $500.00
Earn End Date: 12/31/08 or one year after Effective Date
Goal Balance: Leave Blank

Deduction Information

All general deductions for employees whose status is Terminated, Retired or Deceased will be automatically cancelled by OSC with the exception of the following:

Undeliverable Checks

Inactive employees may be eligible for a payment as a result of the adjustments. If the agency has made an effort to deliver the check to the employee but the check has been returned and is undeliverable, the agency should forward the check to the NYS Department of Tax and Finance, Division of Treasury, per instructions in Payroll Bulletin No. 456.

Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P) and a Report of Check Exchange (Form AC 1476).

For recipients of a previously deceased employee's payroll checks where a Next of Kin Affidavit and Report of Check Exchange forms have been submitted, OSC will accept a photocopy of these forms to process the exchange of the check.

Miscellaneous Payment Information

The payment is pensionable and must be used in the calculation of overtime worked within the year in which it became effective, provided the employee continues to remain in an eligible position.

Payroll Register and Employee's Paycheck/Advice

The Earning Code LPP will appear on the payroll register. The Earning Code description Lump Sum for Part Time UUPwill appear on the employee’s paycheck stub or direct deposit advice.
