Purpose

To provide instructions to agencies for processing UUP Discretionary Increases.

Affected Employees

SUNY Professional Services employees in Bargaining Units 08 and 41

Background

Chapter 137 of the Laws of 2004 implements the agreement between the State of New York and United University Professions (UUP) and provides for Discretionary Salary Increases for UUP (BU08 and BU41) employees. Payment of the increase is at the discretion of the College President and may be made to employees who are incumbents on the payroll on June 30, 2005.

Effective Date(s)

SUNY System Administration has designated pay periods for each campus to submit their discretionary increases. Salary increases may be submitted in Pay Periods 16L and 17L, paychecks dated 11/30/05 and 12/14/05.

The Discretionary Salary Increases are effective:

  • 7/01/05 for eligible employees with a Pay Basis Code of ANN or CYF.
  • 8/25/05 for eligible employees with a Pay Basis Code of 21P or CYP.
  • 9/01/05 for eligible employees with a Pay Basis Code of CAL.
  • For eligible employees with Pay Basis Code of HRY, BIW or FEE, the effective date of the salary increase is based on the employee’s obligation.

Eligibility

Employees in BU08 and BU41 must be Active or on an approved Leave on the eligibility date of 6/30/05 and on the date of payment.

OSC Actions

OSC will process the SUNY Discretionary Increase file after all other actions submitted on the Job Action Request page have been approved for the applicable agencies. The increases will be added to the employee’s Job Data record. The initial discretionary increase row will appear with an Action/Reason of Pay Rate Change/SIC (Salary Increase).

Agency Actions

Agencies are required to complete UUP Discretionary Increase rosters in EmpID order. The roster must be signed by the College President and forwarded to SUNY System Administration, which will forward it to OSC.

All Discretionary Increases must be entered by SUNY for processing either through the file in Pay Periods 16L and 17L, through the Automated Interface or online if entered during a later pay period.

To process the 1% Increase for eligible employees, agencies must submit a Job Action Request transaction using the Action/Reason of Pay Rate Change/SIC (Salary Increase).

For eligible employees with the Pay Basis Code of ANN or CYF, the Action/Reason of Pay Rate Change/SIC (Salary Increase) must be submitted effective 7/1/05.

For eligible employees with the Pay Basis Code 21P or CYP, the Action/Reason of Pay Rate Change/SIC (Salary Increase) must be submitted effective 8/25/05.

For eligible employees with the Pay Basis Code of CAL, the Action/Reason of Pay Rate Change/SIC (Salary Increase) must be submitted effective 9/0/05.

Subsequent Rows

Agencies must submit Pay Rate Change transactions using the Action/Reason of Pay Rate Change/CSL (Correct Salary) to update any subsequent rows that appear on the employee’s Job Data record provided the employee remained in BU 08 or BU 41.
