Purpose

To explain OSC’s automatic processing and to provide the agency with instructions for payments and changes not processed automatically.

Affected Employees

Investigators and Senior Investigators represented by the New York State Police Investigators Association in Bargaining Unit 62.

Special Investigators are excluded per the Arbitration Award.

Background

Pursuant to Chapter 157 of the Laws of 2005 which implements the Arbitration Award between New York State and the New York State Police Investigators Association (NYSPIA) that provides for Salary Increases and other payments for Investigators and Senior Investigators in Bargaining Unit 62 (BU62).

Effective Date(s)

Effective 4/6/06, paychecks dated 8/23/06

Contract Provisions and Eligibility

Cash Payment Award 4/1/05-3/31/06

Effective 4/1/05, a lump sum cash payment consisting of a 3% increase to the following elements of compensation are payable to eligible employees in Bargaining Unit 62:

  • Basic Annual Salary
  • Premium in Lieu of Overtime
  • Command Pay
  • Expanded Duty Pay
  • Location Pay
  • Supplemental Location
  • Maintenance Allowance
Prorated Cash Payment Award (CPA)

Employees must be on the payroll full-time in BU62 between 4/7/05 and 4/5/06 with no break in service to be eligible for the $2,494 Cash Payment Award (CPA). For employees not Active for the entire period, the payment will be $96.00 for each full pay period that they were on the payroll in this unit. Employees working part-time receive a prorated amount of the $96.00 per pay period.

Base Salary Increase 4/1/06

Effective 4/1/06 (payable 4/6/06), the basic annual salary, inclusive of all elements of compensation, shall be increased in accordance with the attached salary schedule. (see Attachment).

Overtime Adjustment (OS1)

Investigators and Senior Investigators must be on the payroll in BU62 between 4/07/05 and 4/5/06 to be eligible for the Overtime Adjustment (OS1). The amount of the adjustment is 3%.

Premium in Lieu of Overtime (PRO)

Effective 4/1/06 (payable 4/6/06), legislation provides for an increase in the Premium in Lieu of Overtime for Senior Investigators in BU62. The amount of the Overtime premium is $10,503 annually. This amount shall be counted for both overtime and retirement calculations.

Location Pay (LOP)

Effective 4/1/06 (payable 4/6/06), legislation provides an increase in Location Pay to $1,351 annually for officers in NYC, Rockland, Westchester, Nassau and Suffolk counties.

Supplemental Location Pay (SPL)

Effective 4/1/06 (payable 4/6/06), legislation provides an increase in Supplemental Location Pay (SPL) as follows:

$1,126 Putnam, Orange & Dutchess counties
$1,688 NYC, Rockland & Westchester counties
$1,970 Nassau & Suffolk counties
Command Pay (COM)

Effective 4/1/06 (payable 4/6/06), legislation provides an increase in Command Pay (COM) for Senior Investigators to $2,620 annually.

Maintenance Allowance (MTA)

Effective 4/1/06 (payable 4/6/06), legislation provides an increase in the Maintenance Allowance for Investigators and Senior Investigators to $2,782 annually.

Expanded Duty Pay (DPE)

Effective 4/1/06 (payable 4/6/06), legislation provides an increase in the Expanded Duty Pay for Investigators and Senior Investigators to $2,652 annually.

Holiday Compensation

Effective 4/1/06 (payable 4/6/06), employees on the payroll on November first of each year will receive Annual Holiday Compensation in the amount of $1,351 paid in a separate check in the pay period which includes December first.

Longevity Schedule

Effective 4/1/06 (payable 4/6/06), the old Longevity Schedules will be replaced with the following:

6-10 Years of Service $400 per year
11-15 Years of Service $450 per year
16-25 Years of Service $500 per year

Refer to the Attachment for the new Longevity amounts.

Additional Longevity (ADL)

Effective 3/31/06, Additional Longevity payments will be eliminated.

Permanent Rank of Sergeant

Effective 4/1/06, the $200 payment for the permanent rank of Sergeant is eliminated.

OSC Actions - Pay Period 9

In Pay Period 9, OSC will automatically do the following:

  • Salary Increase (SAC): New Salary charts are in effect for Bargaining Unit 62 (see Attachment). OSC will insert a row in Job Data using the Action/Reason codes of PAY/SAC (Pay Rate Change/Salary Increase) and increase salaries for all employees Active or on a paid Leave of Absence on 4/6/06 per the attached salary schedule. OSC will update any subsequent rows using the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) where the bargaining unit is 62.

Cash Payment Award (CPA): OSC will insert a row in Time Entry using the Earn Code CPA and insert the amount of $2,494 for Investigators and Senior Investigators who were Active from 4/7/05 to 4/5/06 with no break in service.

For employees not Active for the entire time period of 4/7/05 through 4/5/06, OSC will insert an amount equal to $96.00 for each full pay period and will prorate partial pay periods. The Begin and End Dates in Time Entry will be 4/5/06 or the employee’s last date in a BU62 position.

  • Premium in Lieu of Overtime (PRO) : For employees whose bargaining unit is 62 and have Premium in Lieu of Overtime (PRO) of $9,900, OSC will insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount to $10,503. OSC will update any subsequent rows where the employee's bargaining unit is 62.
  • Location Pay State Police (LOP) : For employees whose bargaining unit is 62 and have Location Pay State Police of $1,273, OSC will insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount to $1,351. OSC will update any subsequent rows where the employee's bargaining unit is 62.
  • Supplemental Location Pay (SPL) : For employees whose bargaining unit is 62 and have Supplemental Location Pay (SPL) of $1,061 (Putnam, Orange & Dutchess counties), $1,591 (NYC, Rockland & Westchester counties), or $1,857 (Nassau & Suffolk counties), OSC will insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount to:
    • $1,126 Putnam, Orange & Dutchess counties
    • $1,688 NYC, Rockland & Westchester counties
    • $1,970 Nassau & Suffolk counties

OSC will update any subsequent rows where the employee's bargaining unit is 62.

  • Command Pay (COM) : For employees whose bargaining unit is 62 and have Command Pay (COM) of $2,470, OSC will insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount to $2,620. OSC will update any subsequent rows where the employee’s bargaining unit is 62.
  • Maintenance Allowance (MTA) : For employees whose bargaining unit is 62 and have Maintenance Allowance (MTA) of $2,622, OSC will insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount to $2,782. OSC will update any subsequent rows where the employee's bargaining unit is 62.
  • Expanded Duty Pay (DPE) : For employees whose bargaining Unit is 62 and have Expanded Duty Pay (DPE) of $2,500, OSC will insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount to $2,652. OSC will update any subsequent rows where the employee's bargaining unit is 62.
  • Additional Longevity (ADL) : OSC will automatically insert an earnings end date effective 4/5/06 for all employees receiving ADL. All ADL earnings paid after 4/5/06 will be recovered as a negative retroactive adjustment.
  • Automatic Increase in Longevity Compensation (LGC): OSC will automatically insert a row and update the Additional Pay page with an effective date of 4/6/06 and increase the amount of LGC for eligible employees up through the current pay period.

Note: OSC will automatically process retroactive adjustments as well as all earnings such as overtime or lost time, based on the increases above.

  • Overtime Adjustment (OS1): OSC will calculate adjustments to overtime (EOS, OTH, OTO, OTS, OTT) for all overtime worked between 4/7/05 and 4/5/06 as follows:
    • 4/7/05-4/5/06 3% increase

The adjustment is pensionable and will be paid in the regular paycheck. OSC will insert a row in Time Entry with the Earn Code of OS1 stating the adjustment. The Begin/End dates will be 4/5/06 or the last date in which the overtime is adjusted.

Transactions processed automatically will appear on the NHRP520, Daily Outbound Transaction file.

Automatic Retroactive Processing

OSC will automatically calculate retroactive payments based on the 4/6/06 Salary Increase and increases to Additional Pay earnings.

Additional Pay earnings that were previously reported as adjustments such as Adjust Location Pay (ALP) will not be retroactively adjusted.

Time Entry earnings that are paid as an amount such as ADJ, OTO, RGO, and SCO will not be automatically adjusted.

The agency must calculate and submit adjustments to these earnings using the Time Entry Earn Code AJR (Adjust Raise).

Control-D Reports

The following Control-D reports will be available for agency review after the raise is processed.

Mass Additional Pay Report (NHRP703)

This report will identify all employees receiving an automatic increase or new payment for the Earn Codes CPA, OS1, PRO, COM, MTA, DPE, SPL, LGC and LOP. Fields on this report include EmplID, Employee Record #, Employee Name, Earn Code, Grade, Sal Plan, Bargaining Unit, Part-time Percentage and Additional Pay amount.

Mass Salary Payment Report (NHRP704)

This report will identify all employees who received the automatic increase. The report will identify the employee’s last salary that was automatically increased in an eligible bargaining unit. Other fields on the report include EmplID, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action Reason, New Salary and Increment Code.

Time Entry Payment Report (NPAY771)

This report will be available after the automatic payment is loaded into the Time Entry page. Fields on the report include EmplID, Employee Record #, Employee Name, Earn Code, Grade, Bargaining Unit, Part-time Percentage, Amount, Number of Payments Processed and Total Payment Amount.

Payroll Register and Employee Paycheck/Advice

The Earn Codes CPA, OS1, PRO, COM, MTA, DPE, SPL, LOP and LGC with the amount will be displayed on the payroll register as applicable. The following Earn Code descriptions and amounts will appear on the employee’s paychecks or advices as applicable:

  • CPA Cash Payment Award

  • MTA Maintenance Allowance
  • DPE Expanded Duty Pay
