Purpose

To explain OSC’s automatic processing and to provide agency with instructions for payments and changes not processed automatically.

Affected Employees

State Police Troopers represented by State Police Benevolent Association of the NYS Troopers, Inc. in BU07

Background

Pursuant to Chapter 157 of the Laws of 2005 which implements the Arbitration Award between New York State and the Police Benevolent Association that provides for Salary Increases and other payments for Troopers in BU07.

Contract Provisions and Eligibility

Contract provisions include payments for:

Prorated Cash Payment Award (CPA)

Troopers must be on the payroll full-time in BU07 and SG701 between 03/27/03 and 04/06/05 with no break in service to be eligible for the $9,839.00 Cash Payment Award (CPA). Troopers not Active for the entire period are eligible for $186.00 for each full pay period and $18.60 per day to prorate partial pay periods. No provision was made for Special Troopers (SG600) or any Trooper who was terminated during this period.

Overtime Adjustment (OS1)

Troopers must be on the payroll in BU07 and grade 701 between 03/27/03 and 04/06/05 to be eligible for the Overtime Adjustment. The amount of the increase is 3% for 3/27/03-3/24/04 and 6.09% for 3/25/04-4/6/05. No provision was made for Special Troopers (SG600) or any Trooper who was terminated during this period.

Troopers are eligible for the following increase in base salary and additional compensation on 4/07/05 or when they are appointed or returned to BU07:

Base Salary Increase

New Salary Schedules are in effect for BU07 (Attachment). Troopers must be in BU07 and SG701 at Trainee 2 level or above to receive an increase in salary.

Expanded Duty Pay (DUT)

Legislation provides for a new additional salary factor for Troopers in BU07 and SG701 at Trainee 2 level or above. The amount is $2575.00.

Location Pay (LPO)

Legislation provides an increase in Location Pay from $1200.00 to $1311.00 annually for Troopers in NYC, Rockland, Westchester, Nassau, and Suffolk Counties. All Troopers in this unit are eligible for the increase.

NOTE: Monroe County remains at $200.00 annually for eligible employees.

Supplemental Location Pay (SPL)

Legislation provides an increase in Supplemental Location Pay as follows:

$1000.00 to $1093.00 Putnam, Orange & Dutchess Counties
$1500.00 to $1639.00 NYC, Rockland & Westchester Counties
$1750.00 to $1912.00 Nassau & Suffolk Counties

All Troopers in this unit in these counties are eligible for the increase.

Overtime Meal Allowance Increase (OMO, OML)

Legislation provides an increase in the Overtime Meal Allowance from $3.50 to $5.00. All Troopers in this unit are eligible for the increase.

New Earnings Codes and Procedure for Future Payments

OSC has created two (2) new Additional Pay Earnings Codes effective 4/7/05 to process the payments that were awarded in the arbitrator’s decision for eligible Troopers who meet the criteria. Starting in pay period 11L, the agency must use the following procedures for any eligible Troopers on the Additional Pay page:

  • DUT (Expanded Duty Pay BU07 and BU17)
    Earnings Code DUT
    Effective Date First date eligible for earnings
    Annual Additional Earnings $2,575.00
  • LPO (Location Pay State Police BU07 and BU17) This Earn Code will replace the current Earn Code of LOC for BU07.
    Earnings Code LPO
    Effective Date First date eligible for earnings
    Annual Additional Earnings $1,311.00

NOTE: The existing Earnings Codes AED (Adjust Expanded Duty Pay) and ALP (Adjust Location Pay) will be used to adjust the above new codes.

Effective 4/7/05, OSC has added two (2) Earn Codes for the Time Entry page for Troopers in BU07 who are eligible to receive the increase in Overtime Meal Allowances to $5.00. The agency must use the following procedures for any future eligible Troopers on the Time Entry page:

  • OMO (OT Meals - $5.00)
    Earnings Begin Date: First date of the eligible OT
    Earnings End Date: Last date of the eligible OT
    Earn Code: OMO
    Hours/Units Number of OT meals
  • OML (OT Meals without OT)
    Earnings Begin Date: First date of the eligible OT
    Earnings End Date: Last date of the eligible OT
    Earn Code: OML
    Hours/Units Number of OT meals

NOTE: The existing Earnings Code AJR (Adjust Raise) must be used to adjust OT Meals.

OSC Actions Pay Period 11L

In pay period 11L, OSC will automatically execute the following:

  • Salary Increase (SAC) New Salary charts are in effect for BU07 (Attachment). OSC will insert a row in Job Data using the Action/Reason codes of Pay Rt Chg/SAC (Pay Rate Change/Salary Increase) and increase salaries for all Troopers Active on 4/7/05 per the attached salary schedule. OSC will update any subsequent rows using the Action/Reason codes of Pay Rt Chg/CSL (Pay Rate Change/Correct Salary) where the bargaining unit is BU07.
  • Cash Payment Award (CPA) OSC will insert a row in Time Entry page using the Earn Code CPA and insert the amount of $9,839.00 for Troopers who were Active from 3/27/03 to 4/6/05 with no break in service. For Troopers not Active for the entire time period of 3/27/03 thru 4/6/05, OSC will insert an amount equal to $186.00 for each full pay period and prorate partial pay periods. The Begin and End Date in Time Entry will be 4/6/05 or the Trooper’s last date in a BU 07 position. No payment will be made to any Special Trooper or any Trooper that was terminated during this period.
  • Expanded Duty Pay (DUT) OSC will insert a new row on the Additional Pay page using the new Earnings Code DUT effective 4/7/05 or the date the Trooper was moved to BU07. The amount of the payment is $2575.00. No rows will be inserted for any Special Trooper or Trooper Trainee 1.
  • Supplemental Location Pay (SPL) For Troopers whose bargaining unit is 07 and have Supplemental Location Pay (SPL) of $1000.00 (Putnam, Orange & Dutchess counties), $1500.00 (NYC, Rockland & Westchester counties) , or $1750.00 (Nassau & Suffolk counties), OSC will insert a row and update the Additional Pay page with an effective date of 4/7/05 and increase the amount to:
    • $1093.00 Putnam, Orange & Dutchess counties
    • $1639.00 NYC, Rockland & Westchester counties
    • $1912.00 Nassau & Suffolk counties
    OSC will update any subsequent rows where the Troopers bargaining unit is BU07.
  • Location Pay (LOC) and Location Pay State Police BU07 and BU17 (LPO) For Troopers whose bargaining unit is 07 and who have Location Pay (LOC) of $1200.00, OSC will insert an end date of 4/6/05 to end the Earn Code LOC and insert a row with the new Location Pay Earn Code of LPO on the Additional Pay page with an effective date of 4/7/05 and enter the amount of $1311.00. OSC will update any subsequent rows where the Troopers bargaining unit is BU07.

NOTE: OSC will automatically process retroactive adjustments as well as all earnings based on the increases above, such as overtime or lost time.

  • Overtime Adjustment (OS1) OSC will calculate adjustments to overtime (OTB, OTI, OTO, OTT) for all overtime worked between 3/27/03 and 4/6/05 as follows:
    • 3/27/03-3/24/04 3.00% increase
    • 3/25/04-4/06/05 6.09% increase
    The adjustment will be paid in the regular paycheck. OSC will insert a row in Time Entry with the code of OS1 stating the adjustment for each year. The Begin/End dates will be 3/24/04 (3/27/03-3/24/04) and 4/6/05 (3/25/04-4/06/05) or the last date in which the overtime is being adjusted.
    The adjustment is included as salary for retirement purposes.
    No provision was made for Special Troopers (SG600) or any Trooper who was Terminated during this period.
    OSC will supply the agency with a listing of all Troopers who receive the OT adjustment and cash payment award.

Additional Pay and Job Data transactions processed automatically will appear on the NHRP520, Daily Outbound Transaction file.

Agency Actions

Starting in pay period 11L, the agency must submit requests for Extended Duty Pay BU07 and BU17 and Location Pay State Police BU07 and BU17 using the newly created Earn Codes DUT and LPO.

For Troopers who are on a Military Stipend (MLS) or a Leave Without Pay on the effective date of the increase and who return from Leave effective after 4/7/05, the agency must submit the appropriate Pay Change, effective the date of the return. The Action/Reason code of Pay Rt Chg/CSL (Pay Rate Change/Correct Salary) must be used.

Control-D Reports

The following Control-D Reports will be available for agency review after the raise is processed.

Mass Additional Pay Report (NHRP703)

This report will identify all Troopers receiving an automatic increase for the earn code SPL and will identify all Troopers receiving the new Earnings Codes DUT and LPO. Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay amount.

Mass Salary Payment Report (NHRP704)

This report will identify all Troopers who received the automatic increase. The report will identify the Trooper’s last salary in an eligible bargaining unit that was automatically increased. Other fields on the report include EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-Time Percentage, Action Reason, and Increment Code.

Payroll Register and Employee Paycheck/Advice

The Earn Codes CPA, OS1, DUT, SPL and LPO with the amount will be displayed on the payroll register where needed. The following earn code descriptions and amounts will appear on the Trooper’s paychecks or advices where needed:
