Purpose

To explain OSC’s automatic processing and to provide instructions for payments not processed automatically.

Affected Employees

Employees represented by the NYS Police Investigators Association (Bargaining Unit 62) who meet the eligibility criteria

Background

Pursuant to the State of New York and the New York State Police Investigators Association (NYSPIA) Arbitration Award 1A 2004-30, an annual Holiday Compensation (Bonus) payment for employees who are members of the NYS Police Investigators Association (Bargaining Unit 62) is authorized.

Effective Date(s)

Payment will be made in a separate check dated December 10, 2008

Payment Amount and Eligibility Criteria

Employees in Bargaining Unit 62 who are on Active or Paid Leave status on November 1, 2008 are eligible for a Holiday Bonus payment in the amount of $1,351.

Eligible employees on an approved Leave Without Pay on the eligibility date are entitled to the payment provided the employee returns to the payroll within one year of the eligibility date.

Employees on paid or unpaid Military Stipend Leave on November 1, 2008 may receive this payment immediately.

OSC Actions

OSC will automatically pay the 2008 Holiday Bonus to eligible Police Investigators who are Active or on a Paid Leave of Absence on the effective date of 11/1/08 using the Time Entry code HSP.

Employees on unpaid Military Leave will not be processed automatically and must be submitted by the agency.

Agency Actions

The agency must submit the following Time Entry transaction for any eligible employees who were not on the payroll or were on a unpaid military leave (LOA/MLS) on 11/1/08 beginning in Pay Periods 17 Lag/18 Current:

Earnings Begin Date: 11/1/08 or date returned to payroll
Earnings End Date: Same as Begin Date
Earn Code: HSP
Amount $1,351

Miscellaneous Payment Information

The Holiday Bonus Pay is pensionable and is not included in the calculation of overtime.

If there is an additional tax amount in the employee’s record, the additional tax will be deducted from both the regular paycheck and the separate check for the Holiday Bonus payment.

There will be no direct deposit for this payment.

Payroll Register and Employee’s Paycheck

The Earn Code HSP and the amount will be displayed on the payroll register.

The earnings description “Holiday State Police” and the amount will be displayed on the employee’s paycheck stub.

Control-D Report

The following Control-D report will be available after processing of the State Police Holiday Bonus:

NPAY771 Time Entry Payment Report

This report will be available after the automatic processing of the State Police Holiday Bonus is loaded into the Time Entry page. Fields on the report include EmplID, Employee Record Number, Employee Name, Earn Code, Earns End Date, Grade, Bargaining Unit, Part Time %, and Amount.
