Purpose

Provide instructions to pay the salary adjustments.

Affected Employees

Employees active in a CUNY Classified Managerial title effective June 21, 2002

Effective Dates

  • Effective July 1, 2000 4%
  • Effective July 1, 2001 4%

Payment Date

Check of September 5, 2002

Eligibility Criteria

Employees are eligible for the adjustments if:

  1. They are active on the payroll, in the bargaining unit U2 on June 21, 2002 and,
  2. They were active on the payroll in a CUNY managerial title in bargaining unit U2 as of June 30, 2000, or
  3. They were appointed to a managerial position after the July 1, 2000 effective date and prior to July 1, 2001, and
  4. They had no intervening break in service from the managerial pay plan.
Exceptions
  1. Employees appointed after July 1, 2001 are not eligible for any retroactive increase, except in cases in which the salary following implementation of the increase would be below the minimum of the assigned managerial pay level.
  2. Employees who are active on June 21, 2002, but who have had a break in service after July 1, 2000, may need special calculation for processing the raise. The payroll office must contact Maureen Kast in the University Human Resources Management Services Office for instructions of any possible special calculations.
Submissions
  1. Submit a summary of proposed pay change for all eligible employees to the University Director of Human Resources Management Services. Use the form appended to Personnel Policy Bulletin 17-02.
  2. Submit an OFSR 607 form, for each college, to the University Director of Human Resources Management Services. No changes may be submitted without prior approval of the OFSR 607 form by the director.

Raise Calculations

4% Increases
  • Calculation of the 4% increase for July 1, 2000 and the 4% increase effective July 1, 2001 are based on the employee's salary on June 30, 2000 and June 30, 2001.
  • Salary calculations for employees appointed after July 1, 2000 are based on the salary at the time of appointment.
  • No employee is eligible for the salary increase when the related evaluation rating is less than "Good".
  • Salary increases for July 1, 2000 are based on performance ratings received during the period July 1, 1999 and June 30, 2000.
  • Salary increases for July 1, 2000 are based on performance ratings received during the period July 1, 2000 and June 30, 2001.
  • A salary increase that increases the salary over the maximum of the level does not constitute advancement to a higher assignment level.
  • Increases for employees who have been promoted within the managerial service (e.g. level changes, title changes, changes due to "complexity"), or a merit to base occurring after July 1, 2000 shall be calculated on the base amount. The amount paid for the level or merit increase should be re-added to the new base salary (old salary with raise included) as of the date of the original promotion or merit increase. Any level change or merit increase amount paid from July 1, 2000 to July 1, 2001 will become part of the base for the July 1, 2001 salary adjustment calculation.

Agency Responsibility

Submit a Job Request using the Action Pay Change with the Reason of SIC (Salary Increase). A request must be submitted effective July 1, 2000 and July 1, 2001. Submit additional transactions to update all rows subsequent to the effective dates of the increases.

An approved Form 607 with the completed chart, "Classified Managerial Salary Increases", must be submitted to the Office of the State Comptroller at the time of the submission of the increases or no later than August 21, 2002.

OSC Retro Processing

The retro process will calculate and process retroactive adjustments for the salary increases. Retroactive adjustments for miscellaneous payments originally calculated by the system based on the salary, such as lump sum payments, will automatically receive a retroactive adjustment.

Note: Agencies can use the Earnings Code AJR to pay any raise adjustments that are not automatically processed.
