Raises for College Assistants and Sign Language Interpreters

Purpose

To provide agencies with information regarding automatic raise processing and related agency procedures.

Affected Employees

Employees in College Assistant and Sign Language Interpreter titles (Bargaining Units TY, TK, and U3) who did not receive automatic increases in the check dated 12/27/01

Effective Date

Increases will be processed in payroll period 21C, check dated January 24, 2002

Background

Based on the Memorandum of Agreement between the City University of New York and District Council 37, employees in the title of College Assistant and Sign Language Interpreter may be eligible for the following increases:

  • 4% increase, rounded to the nearest cent, effective 7/1/00.
  • 4% increase (compounded), rounded to the nearest cent, effective 7/1/01.

To be eligible for the 7/1/00 increase, an employee must be active on the payroll as a College Assistant or Sign Language Interpreter on 6/30/00 and must have received at least one paycheck between 1/1/00 and 7/1/00.

Note: Agencies were responsible for terminating any employee who did not receive a paycheck between these dates and also rehiring the same employee at a later date, if the employee worked on or after 7/1/00.

To be eligible for the 7/1/01 increase, an employee must be active on the payroll as a college assistant or sign language interpreter on 6/30/01 and must have received at least one paycheck between 1/1/01 and 7/1/01.

Note: Agencies were responsible for terminating any employee who did not receive a paycheck between these dates and also rehiring the same employee at a later date, if the employee worked on or after 7/1/01.

College Assistants and Sign Language Interpreters appointed on or after 7/1/00, but before 7/1/01, are not eligible for the first 4% increase, but are eligible to be increased to the minimum salary rate, if the employee's hourly rate is less than the newly established minimum salary rate. Refer to Carmelo Batista Jr.'s memorandum for minimum salary rates for these titles. If the employee is still active on 6/30/01 and meets the eligibility criteria described above, the employee is eligible for a 4% increase effective 7/1/01 based on his/her 6/30/01 salary rate.

College Assistants and Sign Language Interpreters appointed on or after 7/1/01 are not eligible for the 4% increase, but are eligible to be increased to the minimum salary rate if the employee's hourly rate is less than the newly established minimum salary rate. Refer to Carmelo Batista, Jr.'s memorandum for minimum salary rates for these titles.

Additional Eligibility Criteria: Agencies must refer to Carmello Batista, Jr.'s memorandums dated November 9, 2001 and November 15, 2001 for additional information regarding raise eligibility criteria for these titles.

Automatic Processing

For the check of 12/27/01, OSC processed automatic increases for all College Assistants and Sign Language Interpreters who were active on both 6/30/00 and 6/30/01, provided the employee did not have a pay change, position change, transfer, or termination on his/her Job Data record on or after 7/1/00.

For the check of 1/24/02, OSC will process automatic increases for College Assistants who did not receive the increases in check date 12/27/01. However, due to the eligibility criteria stated in Carmelo Batista, Jr.'s memorandums dated November 9, 20001 and November 15, 2001, OSC is not able to automatically apply increases when certain conditions exist on the employee's record.

After payroll period 20C is processed, OSC will identify all employees who did not receive an automatic increase and those for which automatic increases were only partially applied.

No automatic increases will be processed for Sign Language Interpreters.

Automatic Processing for College Assistants who were active on both 6/30/00 and 7/1/00:

OSC will insert a row, effective 7/1/00, on the employee's Job Data panel, using the Action of Pay Rt Chg and Reason of SAC (Mass Salary Increase), to increase the employee's 6/30/00 salary rate by 4%, provided the employee does not have an existing Pay Rt Chg, Pos Chg, or Transfer action on his/her Job Data record that is effective 7/1/00. If the employee does have an existing 7/1/00 row on the Job Data record with one of these actions, no increase will be applied, but the employee will be identified on an agency report with the date 7/1/00.

If a 7/1/00 increase is automatically applied, OSC will continue to update subsequent Job Data rows on the employee's record (e.g. Action of Data Chg or Term rows) with the new salary rate. However, the system will not update a Job Data row with the new salary rate if the Action on the subsequent row is Pay Rt Chg, Pos Chg, or Transfer. Rather, the automatic processing will stop at the point one of these actions appears on the record. If automatic processing is stopped, the employee will be identified on an agency report with the date the automatic raise processing was stopped.

If the employee is still active on 6/30/01 and the automatic processing was not stopped prior to 6/30/01, OSC will insert a row, effective 7/1/01, on the employee's Job Data panel, using the Action of Pay Rt Chg and Reason of SAC to increase the employee's 6/30/01 salary rate by 4% (compounded), provided the employee does not have an existing Pay Rt Chg, Pos Chg, or Transfer action on his/her Job Data record that is effective 7/1/01. If the employee does have an existing 7/1/01 row on his/her Job Data record with one of these actions, the 7/1/01 increase will not be applied, but the employee will be identified on an agency report with the date automatic processing was stopped (7/1/01).

If a 7/1/01 increase is automatically applied, OSC will continue to update all subsequent Job Data rows on the employee's record (e.g. Action of Data Chg or Term rows) with the new salary rate. However, the system will not update a Job Data row with the new salary rate if the Action on the subsequent row is Pay Rt Chg, Pos Chg, or Transfer. Rather, the automatic processing will stop at that point one of these actions appears on the record. If automatic processing is stopped, the employee will be identified on an agency report with the date automatic processing was stopped.

For College Assistants that were not active on 6/30/00, but were appointed on or after 7/1/00, but before 7/1/01:

OSC will not apply a 4% increase, but if the employee's hourly rate is less than $8.81, a row will be inserted on the employee's Job Data record, using the appropriate effective date, to increase the hourly rate to the minimum rate of $8.81.

All subsequent rows on the employee's Job Data record between the date of appointment and 7/1/01 that are less than the minimum of $8.81 will be updated to $8.81, regardless of the Action appearing on the employee's Job Data record.

If the employee is still active on 6/30/01 and 7/1/01, OSC will automatically apply a 4% increase, effective 7/1/01, provided the employee does not have an existing 7/1/01 row on the employee's record with the Action of Pay Rt Chg, Pos Chg, or Transfer. If the employee does have an existing row on his/her Job Data panel with any of these actions, effective 7/1/01, automatic processing will stop at this point and the employee will be identified on an agency report with the date 7/1/01.

If a 7/1/01 increase is automatically applied, OSC will continue to update all subsequent Job Data rows, unless the Action on the existing row is Pay Rt Chg, Pos Chg, or Transfer. If automatic processing is stopped, the employee will be identified on an agency report with the date automatic processing was stopped.

For College Assistants that were not active on 6/30/00 through 6/30/01, but who were appointed on or after 7/1/01:

OSC will not apply a 4% increase, but if the employee's hourly rate is less than the minimum rate of $9.16, the rate will be increased to $9.16, effective the date of the appointment.

All subsequent Job Data rows on the employee's record that are less than the minimum of $9.16 will be updated to $9.16, regardless of the Action stated on the employee's Job Data record.

Agency Responsibility

The agency must report the new rates when reporting transactions in payroll period 21C for College Assistants.

After payroll processing for payroll period 20C is complete, OSC may produce a report that will identify all employees for which automatic processing will be stopped when the increases are processed in the following payroll period (21C).

The report will also identify the date the automatic processing will be stopped. The agency must review the employee's Job Data record as of the date appearing on the report and determine if the employee is due any increases from that date forward. If applicable, the agency must submit the necessary Pay Rt Chg's on the Job Action Request panel for all Job Data rows that must be increased. The Reason of Chg Rate must be used when reporting the Pay Rt Chg actions.

Increases for Sign Language Interpreters

No automatic processing will be done by OSC for employees in the title of Sign Language Interpreter since OSC cannot determine the minimum logic due to the various levels associated with this title.

The agency must identify these employees and request all appropriate pay changes, using the Action of Pay Rt Chg and Reason of Chg Rate.

Automatic Retroactive Adjustments

OSC will automatically process the retroactive adjustments for all pay changes processed automatically or reported by the agency in payroll period 21C.

Refer to Payroll Bulletin CU-129 for additional information regarding retroactive processing and agency responsibility.

Deductions Information for Inactive Employees

Deductions for inactive employees receiving a retroactive adjustment will not be deducted and will be automatically end dated except for the following, if applicable:

  • Code 403 TIAA Supplemental Retirement Annuity (CUNY)
  • Code 405 TIAA Special Deferred Annuity
  • Code 406 Strike/Discip Fine
  • Code 409 CUNY Disciplinary Fine
  • Code 413 NBE Tax Deferred Annuity
  • Code 414 NYT Tax Deferred Annuity
  • Code 419 CUNY TDA Copeland
  • Code 425 Repay State Loans/Debt
  • Code 426 Higher Ed Repay State Loan
  • Code 582 CUNY SS/Med Deficiency
  • GARNSH (garnishment)

Direct Deposit for Inactive Employees

OSC will insert a row to cancel any active direct deposit records for inactive employees in applicable bargaining units.

Query

Two public queries (00-CUNY_SalaryIncr2_CurrRow) and (00-CUNY_SalaryIncr2_AllRows) will be available after the automatic processing is complete in payroll period 21C. The queries will identify all employees receiving automatic increases in payroll period 21C.

Reveal Reports

The following Reveal Reports will be available for agency review the week of January 14, 2002 after the automatic increases have been applied. The reports will be sorted by agency code and then by employee name in alphabetical order.

  • MASS SALARY PAYMENT REPORT (NHRP704)
    • This report will identify all employees who received the automatic salary increases. The report will identify the employee's last salary that was automatically increased. Other fields on the report include Emplid, Employee Record #, Employee Name, Grade, Barg Unit, Pay Basis Code, Part time Percentage, Action Reason and Increment Code.
  • CUNY RAISE - AGENCY REVIEW REPORT (NHRP549)
    • This report will identify all employees for which automatic processing was stopped. Fields on the report include Emplid, Employee Record #, Employee Name and the effective date the automatic processing stopped.
