Purpose
To notify and provide instructions to agencies of a new PayServ Action/Reason code to use when processing certain Management Confidential employees enrolled in the Income Protection Plan.

Background
Effective September 1, 1994, the Workers’ Compensation benefit for employees in the Management Confidential bargaining units (BU 06, 18, 46, 66) was established. Per Civil Service Attendance and Leave Manual, Policy Bulletin 94-02, when Management Confidential employees have an accident that is work-related and time from the job is missed and the missed time is deemed Workers’ Comp-eligible, there are two options:
- For employees who are not enrolled in the IPP program, accruals are used followed by sick leave at half pay. When the half pay eligibility is exhausted, the employee is placed on a Leave of Absence with the reason of WDL (Workers Comp Disability Leave).
- For employees who are enrolled in the IPP program and who have an accident that is work-related, the employee is placed on either Short or Long Term Disability after accruals are charged.
Both options give the employee full retirement and salary service credit for a year when using the benefit.
OSC Actions
OSC has established a new Action/Reason code for use with Management Confidential employees enrolled in the IPP program who have Workers’ Comp disabilities and must be placed on Short or Long Term Disability per Civil Service Attendance and Leave Manual, Policy Bulletin 94-02. The new reason code should be used starting immediately.
Agency Actions
Agencies must use the following new Action/Reason code to place an employee on Leave Without Pay:

Additional Pay
Additional Pay for employees who are placed on the new reason code of WCL will not be automatically ended.
