Purpose

To provide an overview of the new payroll reporting tool.

Staff who use Reveal to view, print and download payroll reports.

Background

Control-D is the browser-based reporting tool that was selected to replace Reveal.

Accessing Control-D

Authorized users may access Control-D through the OSC e-Government Web site (https://login.osc.state.ny.us). Current Reveal users have been provided with a User Name/Password and instructions to access this site.

For users to successfully access the OSC e-Government Web site, their browser must be set to accept "cookies." Attachment A provides instructions for adjusting the setting in the most common browsers.

Resources

In order to facilitate the transition to Control-D, the following resources are available:

  • Control-D Bulletin Board - The Bulletin Board provides users with general announcements and messages regarding payroll reporting.
  • User Manual - The User Manual provides a detailed explanation of how to locate reports and utilize the different features available in Control-D. The Manual is in HTML format with a link to a printer-friendly PDF version. *
  • Quick Reference Job Aid - This Job Aid provides a brief summary of Control-D features. The Job Aid is in HTML format with a link to a printer-friendly PDF version. *

Save & Print Plug-In

Control-D requires a plug-in to correctly print and save reports. At this time, OSC is still in the process of testing the plug-in and its related functionality. Users will be able to view reports through Control-D but will not be able to print or save. Instructions for downloading the plug-in will be sent to all users when the plug-in is available. In the meantime, Reveal can still be used to print and save reports.

Agency Actions

User access to reports in Control-D should be the same as it currently is in Reveal. Users should test their report access and familiarize themselves with the Control-D product. Users who see more or fewer reports in Control-D than in Reveal should send an e-mail to the Payroll Deductions mailbox and explain the discrepancy in detail.

Elimination of Reveal

Control-D and Reveal will be available to agency users concurrently through December 31, 2003. However, starting in October, 2003, new reports will no longer be loaded into Reveal. On December 31, 2003, Reveal will be eliminated.

Highlights of Changes

Report Retention Strategy

In Reveal, report retention periods are defined in "report generations." In Control-D, report retention periods are defined in "calendar days." OSC converted the report retention information in Reveal and established corresponding Control-D retention periods. Attachment B contains a list of agency reports and their retention periods in Control-D.

Conversion of Reports

In accordance with the retention strategy, reports were backloaded into Control-D retroactive to January, 2003 in anticipation of the elimination of Reveal on December 31, 2003. This one-year period allows enough time to implement the established retention strategy for reports with a total retention of one year or less. Reports requiring total retention of more than one year were backloaded accordingly.

Recipient Groups

Security access to reports in Control-D is determined by assignment of users to Recipient Groups. Users were assigned to Recipient Groups based on their security access in Reveal.
