Agency Access to View the Retroactive Payment Panels and the Workers' Compensation Data Panel

Purpose

To provide related panel information and advise agencies of view access to the Retro Pay Review and Update panel, Retro Pay Summary panel, and the Workers' Compensation Data panel.

OSC Actions

Access to the following retroactive payment panels will be added to the security classes that have access to paycheck data.

Retro Pay Review and Update panel

This panel will provide the agency with a record of all retroactive adjustments that were automatically calculated for an employee in PaySR. The adjustments are broken down by the pay period in which the adjustment(s) was processed and further broken down by the actual pay period(s) being adjusted for each earn code that generated a retroactive calculation.

This panel is generally populated as follows:

  • For retroactive actions reported directly on the Job Data panel, the adjustment amount(s) will appear on the panel on the day following the on-line entry.
  • For retroactive actions reported on the Job Action Request or Transfer Request panel, the adjustment(s) will appear on the day following OSC's approval and the action being subsequently updated on the employee's Job Data panel.
  • For retroactive actions reported on the Additional Pay panel, the adjustment(s) will appear the day following the "OK to Pay" approval by the agency or OSC.

Go > Compensate Employees > Manage Retroactive Processing > Use > Retro Pay Review and Update.

Retro Pay Summary panel

This panel will provide the agency with a total amount of each earnings appearing on the Retro Pay Review and Update panel*. This panel will also identify rows having no amount. These rows were generated due to the processing of a retroactive action that didn't result in a money change (e.g. retroactive position change with a reason of change line).

*If OSC disables the OK to Pay on the Retro Pay Review and Update panel because the agency and/or the auditor has determined that the retroactive adjustment should not be processed (e.g. a negative adjustment is calculated because the employee was placed on a retroactive leave without pay and does not have any earnings in the pay period from which to deduct the retroactive adjustment), the Retro Pay Summary panel will not reflect the amount of the earnings.

If the auditor determines that the OK to Pay should be disabled and that the Paid Out** field should be enabled, the summary panel will reflect the "paid out" amount.

** Paid Out is enabled if the employee has a negative adjustment that resulted from an overpayment of salary and was recovered using an alternate method of recovery (e.g. Time Entry transaction, Check Reversal, OVP on the Additional Pay panel).

Go > Compensate Employees > Manage Retroactive Processing > Inquire > Retro Pay Summary.

Workers' Compensation Data Panel

Access to the Workers' Compensation Data Panel will be added to the security classes that have access to paycheck data and access to the Monitor Health and Safety panel group.

This panel will provide the agency with information pertaining to the supplemental payments for the PEF Medical Evaluation Program and the Workers' Compensation Award and Supplement Program. The panel is updated manually by the Workers' Compensation Unit based on information received each pay period from the State Insurance Fund regarding statutory benefit payments made to employees covered by these workers' compensation programs. If OSC determines that an employee is eligible for a supplemental payment, in addition to the statutory payment, the panel is updated accordingly with the supplemental payment information.

Agency Actions

The agency should provide a copy of this bulletin and its attachments to all agency Payroll and Human Resource staff that have access to paycheck data and have also been assigned the task of providing retroactive payment and/or workers' compensation information to employees.
