Purpose

To explain the procedures for payment of the 1999 and 2000 Tool Allowance for CSEA employees in Bargaining Unit 03

Affected Employees

CSEA employees in Bargaining Unit 03 who meet the eligibility criteria defined below

Payment Amount and Eligibility Criteria

A Tool Allowance of $150.00 is payable for June 1999 and June 2000 to eligible employees who were active on the payroll, in an eligible title, on the effective date of the payments(s),

June 30, 1999 and/or June 30, 2000.

Employees who were on an approved leave, including those who were on Workers' Compensation Leave, on June 30, 1999 and/or June 30, 2000 are also eligible for the payment(s), provided they have since been returned to the payroll. Those employees who have not yet been returned to the payroll are eligible to receive the payment upon their return from leave.

Eligible titles include:

  • Motor Equipment Mechanic
  • Maintenance Assistant Mechanic
  • Body Shop Mechanic
  • Motor Equipment Test Mechanic
  • Motor Equipment Mechanic Supervisor

The Tool Allowance is not pensionable and is not included in the calculation of overtime.

The Tool Allowance payment is to be paid either through PaySR or by Standard Voucher. Standard Vouchers are to be used to pay employee reimbursements when receipts are provided.

If no receipts are provided, agencies may submit the payment using the Time Entry panel using the following procedures:

For the June 1999 payment:

Amount: $150.00

For the June 2000 payment:

Earning Begin Date: 06302000
Earning End Date: 06302000
Earn Code: TOL
Amount: $150.00

Payroll Register and Employee Paycheck

The $150.00 or $300.00 will be included in the employee's regular paycheck, subject to payroll taxes and reported as ordinary income on the employee's W-2.

Tool Allow and the amount of the payment will be displayed on the payroll register and the employee's check or advice.
