1. What if the System is not accessible and a vendor must submit a questionnaire to complete a bid or proposal?

Problems accessing the System should be reported immediately to the OSC Help Desk, where Help Desk staff will assist a user in accessing the System. The Help Desk can be reached via email or phone at Contact Us. The Help Desk will generally be available 8:00 a.m. to 5:00 p.m. (EST), Monday through Friday, excluding State holidays.

In the event that the System is not available as scheduled, each vendor is encouraged to print its certified questionnaires for paper filing. The State contracting entity defines the filing deadline for the Vendor Responsibility Questionnaire. OSC is not responsible for negotiating an extended deadline with the State contracting entity in the event of a system outage.

2. Who is responsible for maintaining the VendRep System, and where is data stored?

The New York State Office of the State Comptroller (OSC) is responsible for maintaining and storing data from the VendRep System.

3. How will a vendor know if a State contracting entity is participating in the VendRep System and accepting online questionnaires?

If a State contracting entity is using the VendRep System to accept online questionnaires, the contracting entity will notify bidders in the solicitation document that online filing is available for the procurement.
